Overview

In the mid-1970s, public entities were unable to purchase some types of insurance and/or obtain affordable coverage in the commercial market.  As a result, state legislation was enacted to authorize public entities to self-insure and pool their assets to jointly control their risks and pay their claims.  By the mid-1980s, commercial liability insurance was virtually unavailable for public entities.  Consequently, public agencies formed joint powers authorities to provide for and fund coverage.  A joint powers authority is a partnership of public entities in California formed to operate within the provisions of the California Government Code and Brown Act.

The Fire Agencies Self Insurance System (FASIS) is a joint powers authority, which is a partnership of community service and fire protection districts in California designed to provide workers' compensation coverage for its members.  Formed in 1984, FASIS is comprised of around 200 fire protection and community service districts located in 40 of the 58 California counties and operates within the provisions of the California Government Code and the Brown Act.

Message from President Sean Grinnell

My Fellow Firefighters:

Our job is to protect and serve our communities, while protecting the interest of our brothers and sisters of our own organizations.  As an organization, FASIS recognizes this dedication and the desire to provide coverage for on-the-job injuries to our members' employees.

FASIS was created in 1984, pursuant to Government Code Section 6500 to provide workers' compensation coverage for our member districts and their employees.  Since that time, we have grown to over 200 districts with more than 5,000 employees.  FASIS is very proud of and values each of its member districts.

FASIS is administered by Bickmore Risk Services, a consulting firm located in Sacramento, California.  The day-to-day operations of FASIS is guided by its Board of Directors and governing documents.  Those documents have been compiled and are included on the website, along with information on FASIS, its members, excess coverage, claims reporting, and risk/loss control services.

This website is dedicated to all member districts, their chiefs, firefighters, staff members, and volunteers.  Please take a moment to review the contents of the FASIS website and if you have any questions, do not hesitate to contact the FASIS Program Administrator.

Cloverdale FPD Joins the FASIS Board of Directors - Friday, January 15, 2010

By special election, the Cloverdale Fire Protection District will be filling the vacant Board position on the FASIS Board of Directors.  Ms. Carol Giovanatto, Director, will be serving as Cloverdale FPD's representative to the Board.  Congratulations to Cloverdale FPD and Ms. Giovanatto.

FASIS Workers' Compensation Claims Manual available to members. - Tuesday, August 11, 2009

FASIS has released its new Workers' Compensation Claims Manual to assist its members on the what's and where's of handling claims when an employee is injured.  A copy is available on this website in the Members' Only Section, under Workers' Compensation claims forms and information.
